Paul Willingham serves as the Chief of Police of the Lone Star College System Police Department. He leads a full-service police department of 204 personnel, responsible for the safety and security of more than 100,000 students and employees across the system.

Chief Willingham was appointed to his current role in 2015 after serving eight years as Chief of Police at the University of Houston–Clear Lake. His earlier career includes 16 years with the University of Texas at Houston Police Department, where he held diverse roles in patrol, accreditation, security technology, dispatch, training, and recruiting.

With over 34 years of service, Chief Willingham has contributed to the evolving landscape of campus safety. He is a frequent instructor on topics such as active shooter response, behavioral threat assessment, disaster mitigation, security technology integration, community engagement, law enforcement accreditation, Clery Act compliance, and ethics.

He holds a bachelor's degree in criminal justice administration and a master's degree in criminology. He is a graduate of the Leadership Command College at Sam Houston State University's Law Enforcement Management Institute of Texas and the Police Executive Research Forum's Senior Management Institute for Police.

Chief Willingham has served as President of the Texas Association of College and University Police Administrators. He is a strong advocate for national law enforcement accreditation and has served as an assessor for the Commission on Accreditation for Law Enforcement Agencies (CALEA) since 2001.

He is proud that his daughter is a Lone Star College graduate and a successful professional due to the College's influence. He is a true believer in the College's mission and the Police Department's role in its success.
