I.        Update - Steve Head

 Workforce

Workforce is a priority for Dr. Carpenter, and he is currently reviewing the various aspects at Lone Star College System.
The open AVC positions, workforce, college services, and student information services, will be filled in the near future once Dr. Carpenter finishes his review.
The chancellor requested corporate training revenue figures for the last five years as well as credit hours generated by workforce in the last five years to gain a historical perspective.
Dr. Head feels that overall, Lone Star College System is moving in a positive direction of increased coordination and transparency, but there is no underlying move toward centralization.
 

New Program Development

The chancellor has asked that all new programs be put on hold for the next month during this review period.
Any major decisions should include Steve Head, but current issues and projects should continue to move forward.
 

Global Corporate College (GCC)

Dr. Carpenter is very supportive of GCC and is pleased that Lone Star College System is involved in this opportunity. The concept and our involvement will be discussed further with EC.
Our successful participation could result in Lone Star College System's becoming a premier workforce entity, with exposure to national companies (Wal-Mart, Progressive, Marriott) as well as financial benefits. Performance is key to continued membership.
This needs to be a highly coordinated organizational effort among the five colleges and the district. Responsiveness, facilities and efficient operational processes will be key.
Dates in September are being determined for a meeting with Denise Reading, president of GCC, and Andy Meyer, VP of Anne Arundel CC. Invited participants will include the chancellor and presidents, Workforce Council and Business Training Council.
 

Marketing

The workforce development budget has no funds allocated for marketing. District marketing, however, has $1.5 million in new marketing funds. How these funds might be allocated to workforce is unknown until the new organizational structure can be defined and marketing priorities can be determined.
One prominent issue is the probability of the district's name change which would directly impact branding and ensuing marketing efforts.


The Workforce Council endorses the publication of another issue of Career Focus if funding becomes available.
 

•II.      Strategic Planning Update

 Lone Star College System Workforce Development Strategic Plan Draft

Council was asked to review some of the more significant external/internal comments received when draft was distributed to strategic planning participants.
Specific comments regarding scope and operations will be addressed in operational goals under various subsets.
Online training/alternative delivery needs to be addressed as well as CE presence on the website. When online curriculum is developed, it needs to be shared. Debra Rockefeller's area could be used a repository.
The draft was approved.
 
Action items 

Request was made for analysis of workforce online inventory.
Strategic Plan draft forwarded to EC for review and approval.
 

•III.    New Program Development

 

Lone Star College System District-wide New Expansion/Workforce Programs

The purpose of the document is to keep everyone informed so as to not duplicate efforts. Council had previously agreed that each college could prioritize five requests per year for a full-scale, district-wide feasibility study. Also agreed upon was that all new programs would receive district-wide feasibility reviews prior to placement at a college.
Request was made to revise program list with MC updated information and to remove requests for wage and demand data.
Requests for wage and demand data should be completed at the college level and not at the district level.
New programs to be added: Massage therapy, spring 2008 at CFC and fire science certificate for spring 2009 at MC.
Current curriculum team members should be included in development of program model.
Council would like to know how new programs will be promoted.
Council discussed modularization of programs at other community colleges in the country (Johnson County CC in particular). Enrollment and completion increased as a result of this change in course structure.
 

Action  Items 

Susanne will separate new programs list from wage and demand data and send out revised document.
Council requested timeline for program development to be posted as an online resource.
Susanne will provide labor market information link to easily access this information with definitions provided for clarification of areas, terms, etc.
Working group will be formed to craft guidelines for new programs funding requests: Katherine Miller, Julie Leidig, Elizabeth Chapman, Linda Head, Cher Brock, Christal Albrecht.
 

Feasibility Studies

Long-term Care Administration (LTCA)/Assisted Living Facilities Management (ALF)
o Council discussed the state guidelines and model for such programs. McLennan CC in Waco has combined the two programs into one course of study with two tracks.


o Both programs have overlapping content areas. LTCA is a 15 credit hour/1000 hour preceptorship course of study with a licensing exam. Assisted living programs have minimal requirements from the state (24 contact hours) to become a certified administrator. Council discussed starting a program in ALF first and then building on additional courses of study as the demographic and market needs dictated.
o Council discussed that the curriculum/advisory board should be involved from the beginning, and that marketing of the program needs to be included in the courses.
 

Action Items

Susanne will provide course outline from McLennan CC for LTCA and ALF.
Request was made for additional information from Cedar Valley.
Susanne will convene a focus group to determine needs of the industry.
 

Medical Staff Services
o Susanne presented findings and indicated that this basically consisted of two jobs, credentialing and compliance.
o Most of past training has been on-the-job; however, El Centro does have AAS program. Only three graduates have been documented in the past three years.
o This would be foundational training, not preparation for exam which may not require an AAS.
o Council discussed developing program model with progressive lattice for career advancement.
 

Action Items

Susanne will determine target audience for focus group based on future needs and demographics for medical staff services.
Request was made for a more global check for curriculum in other schools and formats.
 

•IV.    Lone Star College System@ Work

July release was limited to 3,000 recipients. Next release, August 13, will be broader; chamber mailing lists will be included.
Some felt that this publication was not sufficiently focused on the corporate or workforce oriented client. Marketing had received a list of topics from the Workforce Council and was including them in the e-newsletter. Some felt that The Star publication did not address workforce adequately. Further review by the council was requested.
Council requested more review of the content prior to mailing.
 

Action Item

Susanne will invite Steve Lestarjette to the next meeting.
